Going back to your earlier Struggling entry, I wonder if you might still be a little ahead of yourself. (Of course you have drawings and information that I haven't seen that explain more, so take this for what it's worth.) I agree that you need to land on a concept. You're proposing things (to yourself, admittedly) that are about the form of the space and its materials, but I haven't heard that you yet know what the space is for exactly and what you want to communicate in it. What is the space itself about? For whom is it designed? (User profiles might be helpful here—"I am an elderly gentleman who walks my dog here three times a week. I remember when this space was X... I would love to see more life in this neighborhood, plus a solution including Y would help property values which means there might be more young families around, which would be so nice." This is just a quick example but this type of approach helps me to get into the space/process with new eyes, and helps me to get down to basic issues that I wouldn't just think of just looking at information.)
While I agree that there is definitely a back-and-forth quality to this process (with materials helping to clarify intent at times), you might need to be heavier on the big picture (especially *words*, and also diagrams). Once you have the solid foundation I think things will fall into place more reasonably. When are you meeting with the city folks next? You might consider doing some presentation diagrams at different scales. Having them in presentation form would force you to work through the involved issues so that they could serve as stakes in the ground around which the design can form.
